Choosing an area

For a home, most buyers start with one trade-off: how close they need to be to year-round services, and how much view and quiet they want in return.

Near services: Argostoli and Leivathos. Argostoli has the island's general hospital, supermarkets, schools and public offices, and the airport is a short drive south in the Leivathos area. Renovated village houses and sea-view villas here are the most sought after, and priced accordingly.

West-coast views: Paliki. Lixouri is a working town with its own shops, and a regular ferry crosses the gulf to Argostoli. Paliki suits buyers who want sunset views and a quieter base without giving up everyday amenities.

Views and quiet: Erissos. Around Fiskardo and Assos, homes come with some of the island's best views and a slower pace. The trade-off is distance: the hospital and the larger shops are in Argostoli.

Beaches: Sami, Pylaros, Skala and Poros. The east and south-east coast combines beach access with small port towns. Sami and Poros have ferry links, Skala is a beach village, and Agia Efimia lies between Sami and Myrtos beach. Buyers compare beach access and price against the drive to Argostoli.

What to check in a house

Structure. Kefalonia is seismically active. The 1953 earthquake destroyed most of the island's buildings; the island was rebuilt under anti-seismic rules, and every new building must meet Greece's current seismic code. A sequence of earthquakes in 2014 struck Paliki. The year of construction tells you which rules a building was designed to, so have a civil engineer inspect the structure before you commit, especially for older stone houses and renovations.

Legal status. Every sale needs an engineer's certificate confirming that the building has no unauthorised works, or that any have been legalised, plus an energy performance certificate. Ask for both early, together with the building permit, so that problems surface before the deposit rather than at the notary.

Renovated or to renovate. "Renovated" can mean anything from new paint to a full rebuild. Ask what was done, when, and under which permit. For a house that needs work, get a written estimate and a permit check before you settle on a price.

Water and power. Confirm that the water and electricity connections are active and registered to the property.

Buying as a foreign buyer

You need a Greek tax number (AFM). A lawyer checks the title in the Hellenic Cadastre, and the contract is signed before a notary. Many buyers do not travel for every step and give power of attorney to their lawyer instead.

The property transfer tax is 3.09% (3% plus a municipal surcharge), on the contract price or the tax authority's objective value, whichever is higher. Notary, land registry and legal fees are extra.

For buyers from outside the EU and EEA, note that in September 2026 the government announced a 15% transfer tax on residential purchases. It has not been legislated yet; ask your lawyer for the current position before you sign. Kefalonia is not a border area under Law 1892/1990, so no military approval is needed to buy there.
