Where the land is
Kefalonia's plots are spread across six broad areas, and each suits a different buyer.
Argostoli and Leivathos (south). Argostoli is the island's capital, with the general hospital, shops and public services open all year. The Leivathos villages to its south, such as Svoronata, Lourdas, Spartia, Karavados and Pessada, are close to the airport and the south-coast beaches. Here buyers usually weigh sea view and distance to the coast against price.
Paliki (west). The peninsula around Lixouri, the island's second town, linked to Argostoli by a regular ferry across the gulf. It offers west-facing sea views and quieter villages, often at lower prices than around the capital.
Erissos (north). The area of Fiskardo and Assos. It is the most scenic and the most remote part of the island: buyers come for the views and the quiet, and accept a longer drive to Argostoli's services.
Sami and Pylaros (east). Sami is a ferry port; Agia Efimia is a small harbour village nearby, and Myrtos beach lies to the north-west. Buyers here look at beach access, price and travel time to the capital.
Skala and Poros (south-east). Skala is a beach village; Poros has a ferry link to the mainland. Buyers weigh beach access and price against distance from Argostoli.
What you can build
This is the first question to settle, before price.
Inside a town or village plan, building terms such as coverage and height come from the plan itself. An engineer can confirm them from the plot's location.
Outside a plan, the general rule is a minimum plot of 4,000 m² with frontage on a recognised road. Smaller plots were buildable by exception, but that route is closing: it now applies only where the owner filed for a pre-approval or a building-terms certificate by 9 December 2022, and the building permit application must be submitted by 30 June 2027 (Law 5317/2026). If you are looking at a small plot outside a plan, ask the seller whether that filing exists.
In every case, ask for the topographic survey and have a civil engineer confirm buildability before you pay a deposit. The engineer also checks forest maps, archaeological zones and protected areas.
Buying as a foreign buyer
You need a Greek tax number (AFM). A lawyer checks the title in the Hellenic Cadastre, and the sale is signed before a notary. You do not have to travel for every step: buyers commonly give power of attorney to their lawyer.
Budget for the property transfer tax of 3.09% (3% plus a municipal surcharge), calculated on the contract price or the tax authority's objective value, whichever is higher. Notary, land registry and legal fees come on top.
Kefalonia is not one of the border areas where buyers from outside the EU need prior military approval to buy land (Law 1892/1990, article 24). In September 2026 the government announced a 15% transfer tax for buyers from outside the EU and EEA, aimed at residential property. It is not law yet, so check the position with your lawyer before you sign.
